Under the building minister there is a designation "upgrade general utility buildings".  Does anyone know whats included in this group?

Also ran into a problem where I was shipping stone to a city where I had a baron and wanted to settle so need resorces.  When I looked next day, no stone.  so I ship again, go to bed wake up no stone?? I had disabled the building minister but I found out it was upgrading lookout towers.  they only took 11min and used 35k stone.  Anyone know what gives???
